Why should we refresh the display of a monitor? Does this increase the speed of the computer?

Refreshing the monitor just gets rid of any clutter that may have 'cluttered' up the web site you're on. (Puts you back to the original site before you may have clicked another site within the original site.)

No it does not increase the speed of the CPU.

Remember this:
Your CPU speed is always faster that your modem speed because transferring data via a modem is done in bits per second, while a CPU runs in cycles (Mega or Gigahertz per second. (Never the twain shall meet).
