My meringue cookies never dried... help!?

Last night I made meringue cookies...
3 egg whites
1/4 tsp cream of tartar 1/2 tsp peppermint extract 3 drops green food coloring... whipped until soft peaks then slowly added 1/2 cup sugar in tablespoon intervals.. got great stiff peaks.. Folded in 1 cup chocolate chips.. then piped onto 1 cookie tray with a silpat and 1 lined with parchment paper... the whole time I had the oven preheated to 350... then I stuck them in the oven.. and turned it off...

Is it my oven? Was it the silpat? HELP :(

There are a few things that may have happened.

#1. Your oven is cooking cooler than indicated.
#2. Checked on them too frequently letting the heat out of the oven too quickly and your oven cooled off.
#3 High humidity in your kitchen.

Solution(s)
Invest in an oven thermometer so that you can verify that your oven is cooking at the correct temperature.
Instead of turning your oven off, turn it down to 200 F. The egg whites cook quickly, after that you are only dehydrating them. Leave them in the oven the normal amount of time, then check on them. If they are still too moist, return them to the oven and check on them after every few minutes until they are finished.
