Okay, to answer your question. Yes, there are things you can do. I'm not sure the money spent to upgrade will yield the results you expect, but I love that you are not just willing to throw the old system out. Old PC can still be useful, even if only for editing text documents and playing an older, favourite game.

The maximum amount and type of RAM for your system is 768 MB of PC100 SDRAM. That type of RAM is available here:

Adding RAM is generally consider the best way to increase a computer's performance. 768 MB is a little low by today's modern standards, but still it wouldn't hurt to start here. At $20 USD/ stick, adding RAM is the least expensive place to start. May as spend as little money possible first and see how much that helps.
Moving up in upgrade cost ($80+ USD), changing the video card would be another excellent idea. Your computer has an AGP slot for graphics cards. AGP is older, but a few decent cards are still available for that interface. Two of the better cards I found that will still work with a Pentium III like the one in your PC are the NVIDIA 7600 GT:

Both of those cards would likely require a power supply upgrade, as a 300 Watt power supply is recommended. Most graphics card manufacturers overestimate the power supply figure, so maybe give the cards a chance with your current power supply. If they work, great. If they don't, make sure the store you bought from has a decent return policy, or you may want to consider a power supply upgrade.
I found a company that sells a direct replacement, but upgraded power supply for your computer. Dell uses proprietary power supply cabling and connectors*, which means you can't just buy any power supply to work with your computer (at least not without buying an additional adapter listed in the link below). The part number for the power supply in your computer is 9228C. This company sells a 300 Watt replacement:

Upgrading the CPU would more than likely involve buying a used one from ebay, or some similar retailer. Intel no longer makes Slot 1 Pentium III CPUs, or any Pentium III CPUs for that matter. Your CPU works on a 100 MHz bus speed, so any used CPU you find on the 133 MHz bus will not work**. You'd need to find a CPU that uses terms like '100 MHz bus' and 'Coppermine-core' (but not Coppermine-T!!). The fastest available CPU in that line had this product number: BX80526U850256. There may even be an unopened, unused Slot-1 Pentium III around somewhere if you did a little digging around the internet.
Upgrading all those parts may cost close to $400.00 USD. It may actually be in your best interest to buy an inexpensive modern computer. It would likely be faster and give a better return on your investment. Something like this:
