Is it possible, and if so, what is needed to upgrade the CPU in a Dell PowerEdge 400SC?
Current processor is an Intel 2.8 GHz. hyperthreaded P4.
Your system (which is a server) supports Pentium 4's or Celerons. This is from the tech spec from Dell

The Dell website does not indicate any upgradeability to Dual Core or Quad core and it looks like it has an old chipset since the system only supports DDR and not DDR2 memory. This would indicate to me that it is an older system and not CPU upgradeable to dual or quad core
I would suggest getting a new server and selling or cannibalizing the old server. My suggestion for a very good low cost server is an HP ProLiant ML 110 G5 server. This server supports both Intel Dual core and Quad Core and starts at about $549
