What is the fastest Board for a cramped Mini-ITX system?

I a currently rebuilding a "Mini-ITX" 1RU rackmount Music/Karaoke server. It came with an fanless EPIA 800mhz embedded processor. The problem I have is upgrading in this small spaced cabinet (16.7'X8.86"X1.75" internal dimensions) [not enough room for auxilary or processor fan(s)]. Every Mini-itx board using a pentium above 1ghz requires a fan to cool the processor. What other processor/board is available that doesn't require a processor fan mounted directly on the top of the processor? I have looked online, and the fastest I have found is a 1.2 ghz celeron. but i desire to use an M or pentium based unit to handle a 200gb hard drive , a single slimline CDROM, & a dMAN PCI sound card. The motherboard must also have a vga, TV RCA out, ethernet, & usb's.
Does anyone have any suggestions or recommendations? Any ideas would be helpful in keeping this project as small & light as possible. I wish to stay within the realms of expandable computer hardware. A Laptop is not an option.

After doing a little research online I found out that the only motherboards that have the form factor Miny-Itx is the socket 370 (pentium 3) and the AMD athlon socket A, which you will not be able to go faster than about 1.4GHz so my recommendation is that you find a better option for your Karaoke server, since you won't get much of a performance increase.
