Why do some police officers where a black tape across their badge?

Sometimes I see cops that have a black stripe covering the center of their badge. It's usually made out of cloth or tape or something. I'm just wondering why that is. Rumor has it that means they are being investigated or have done something wrong and are awaiting punishment (suspension and what not). Is that true? If not, why then?

Everyone has given you the right answer. It is known as a mourning band. It is worn in mourning and respect for fallen comrades. I have been a police officer for nearly 40 years, and worn it far too often.
